This study aimed to analyze the high school of physical education''s culture and the forms of winner-oriented in them and also the strategies used there to cultivate excellent players. To attain the goal, the paper selected one of the 15 high schools of physical education in Korea and chose 15 participants there through strategic informant sampling. To collect data, non-participant observation, in-depth interview, and related data collection were employed. The collected data drew results through text analysis. The study results gained are as written below:


First, the culture of high school of physical education was that they put all in to win sports event(national sports competitions). The forms of winner-oriented were seen largely from three aspects:
1) The high school of physical education posted placards marked with the ‘mythical phrases’, ‘phrases demanding physical and mental self-denial’, or ‘phrases about physical and mental attitudes for competitions’ to somewhere noticeable in order to stimulate student players’ psychology.
2) To enter national competitions, they had to pass three steps: The 1st step was the basal physical fitness test (physical enrichment), the 2nd step was English test and stimulation encouraging the win (mental enrichment), and the 3rd step was singing the national anthem and school song (enhancing a sense of belonging).
3) They incited competition by opening all results and records.

Second, strategies to cultivate excellent players were seen largely from three aspects.
1) The high school of physical education applied the elite system and used discrimination and exclusion strategies to manage elites more intensively.
2) And they used strategies to enforce the discipline with dormitory rules and divided students into several groups and accommodate each group at dorm room so as to control them easily. Also, by adjusting training hours for all events, they planned time precisely in order to control both student players and coaches.
3) They supervised and controlled student players with the CCTVs installed in the school and its dormitory, and the principal and departmental head teachers supervised their training for each event regularly in person. And to provide overtime allowances, they applied the fingerprint verification system, so the coaches were supposed to preserve coercive rules within a fixed time.
