ABSTRACT


Climate change and global warming concerns, the world is promoting renewable energy such as sunlight, wind, rain and geothermal heat. Korea is the world''s 10th largest energy consumer and imports 96% its energy. Also oil price is extremely unstable and its trend, especially after the last big international crisis, is definitely upwards again. In this regard, Korea government promote renewable energy as the core of their energy matrix to break the dependence generated by the permanent liquid fuels importation. Therefore, government is striving to reduce greenhouse effects by using Solid Refuse Fuel(SRF) made from combustible soild wastes to produce energy.
Waste to energy facilities have strengths, such as saving waste disposal costs, reducing the importation of crude oil, and reducing greenhouse gas and so forth.
However, it can cause secondary environmental pollution, such as flue gas and leachate. Therefore through consideration would be needed.
Therefore, this study analyzes the economic assessment of SRF project in urban area, considering the marginal external costs of air pollution in this area. Assessment index defined as cost(construction cost, operation cost) and benefit(margin, external cost). It assumed that the capacity of SRF facility is 1,200ton/day and the pollutants are TSP, SO2, NOx, CO. To estimate emissions of SRF manufacturing facility, concentrating data of existing SRF facility in Sudokwon Landfill site is used. Also to estimate emissions of SRF boiler and waste incineration, EPA''s AP-42 emission factor is applied.
The result indicates that cost-benefit analysis of SRF is calculated as 1.0 including to marginal external costs of air pollution. In addition, SRF project is very sensitive about electric power selling price, labor cost and operating cost.
The SRF facility has advantages of fossil fuel replacement effects and greenhouse gas reduction, because it use waste as a fuel. Therefore, when appropriate air pollution control measures are applied, it can be the environmental-friendly waste management method.
Furthermore, variability analysis of SRF economic assessment due to renewable energy can be used for making policies in various fields such as waste and public energy field.
