Global recession, according to the modern industrial environment of rapid change and worsening conditions for the acceptance of the local industry is facing difficulties in the fostering of industry promotion and high-quality human resources. As a result, the University-led companies through open innovation, global competitiveness has led to university-led companies in the corporate ecosystem led to the stabilization of social needs.
Government promotion of industry cooperation with the purpose of the law, including the revision of the law was required for the development of creativity in the industry and manpower to meet the demands of industrial society, industry knowledge and technology for the development and dissemination and diffusion.
Dissemination arising from the spread of new knowledge and technology to the industry, university led to many difficulties resolve themselves alone for Academic-Industry Cooperation Foundation as Technology Holding Company was established.
Commercial law issues and technology transfer of university-owned technology to start-up SMEs with the limits of the holding company and the holding company of the requirements of the capital investment in kind of a problem, the problem of technology holding company in terms of individual used as a common law, structural problems with the holding company governance and Academic Cooperation Foundation support mission system, the evaluation of the technology and the inventor compensation point, the understanding of issues such as "fair trade laws" and "industrial-cooperation laws" complement the legal system, focused on the fostering of local industries through the development way presented.
