This study delves into the effect of the medium constituency system's district magnitude and city categories on municipal council organizations in the municipal council elections of 2006 and 2010. Also, this study examines the constituency system compared to the single member constituency system and the medium constituency system.
In this study, municipal council organizations are classified into the following categories: political representation, social class, and stability. By this method, we attempt to figure out the various aspects of municipal council organizations. In order to make this analysis, we examine each of these aspects as parameters: the throw-away vote rate, the effect of ballot order as the political representation analysis index, the minority party, the independent's seat rate, and the women's seat rate as the social class analysis index. And as for the incumbent's seat rate, we utilize the stability analysis index.
The important findings in this thesis first uncovered that the municipal council organization's political representation, social class, and stability are far better in the medium constituency compared to the single member constituency.
Secondly, we revealed that when the magnitude increases, the municipal council organization's representation decreases while the gender's diversity goes up. However, it is important to point out that the increase of magnitude is not related with stability.
Lastly, the analysis index of the political representation, social class, and stability all turn out different results depending on the city categories. As expected, we couldn't figure out the city type effect on the municipal council organization's representation and social class.
For that reason, we suggest several methods using the aforementioned results. For example, in order to increase the municipal council organization's representation, it requires producing a small magnitude in the rural areas which maintain a high throw-away vote rate. Next, it is advisable to increase district magnitude in the city so as to expand municipal council organization's social class, especially that of gender. Finally, in pursuance of attaining a positive effect of the ballot order, the minority party, the independent's seat rate, and the incumbent's seat rate, it is prudent to put in place mechanisms such as an alteration of the ballot order, the party's nomination standard, or a proportional representation system, in addition to various other approaches, instead of using the district magnitude.
This study is significant in that it introduces a new way to analyze the medium constituency and the municipal council organizations. In addition, it deliberates into the effects of the district magnitude and the city categories more accurately by separating them into subcategories.
