This thesis geographically focuses upon the City of Gyeongju, functionally studies public engagement procedures of spent nuclear management, and methodologically uses content analysis. Spent fuel management issues have technical engineering aspects as well as political, economic and social concerns. Korean government established a special committee and collected public opinions about spent fuel management policies through a democratic public engagement procedures.
The special committee''s works include (i) informing current status of nuclear spent fuel and management policies, to local residents, (ii) communicating with residents about their issues and ideas regarding management in order to reflect government policy, and (iii) finding ways to minimize citizens'' objection to fuel management policies.
Main findings of this study include (i) a ''public sphere'' is a meaningful way for residents to participate in the project, (ii) small residential meetings are better than large scale public hearings in terms of communication regarding spent fuel management issues, and (iii) a verification step of residential opinions is essential after public engagement. This step increases the acceptability of outcomes of public engagement procedures.
In brief, Chapter 1 examines the theoretical background of public engagement and residential acceptability; Chapter 2 and Chapter 3 discuss the status of spent fuel and management policy and then the procedures of the public engagement process; Chapter 4 the presents development plans of spent fuel management policies; and in Chapter 5 discusses the method and conclusions of the content analysis.
