The government has implemented various personnel administrative policies to maintain the job satisfaction and organizational commitment of public officials. The main difference between these policies and the general private system is the administration of the public employee pension system in terms of legal system. In order to provide stable and sustainable administrative services to the public through the long-term employment of government employees under career civil service system such as Korea, it is necessary to guarantee not only salary but also pension to be received after retirement.
Meanwhile, due to the maturation of the public employee pension system, the financial condition of the pension system deteriorates. As a result, the pension benefit level is being downgraded by several pension reforms. Accordingly, the pension system can not help but point out the important problems of personnel policy. The changes in the pension system focus on financial stability only, and as a result, can hinder job satisfaction and organizational commitment that entice the public servants'' pension system to be faithful to the duty of service to the nation and its people. Despite these circumstances, there is a lack of research that directly analyzes the relationship between public employee pension system and job satisfaction and organizational commitment.
The purpose of this study is to investigate the effects of public servant pension benefits on the job satisfaction and organizational commitment of public servants in the context of pension financial problems, targeting for 300 fire officials in Jeollabuk-do Province. The reason why this study selected fire officials is that the fire officer is a bureaucratic representative of non-regular and urgent public affairs, and is in charge of dangerous tasks compared to other public officials due to disasters such as fire. Therefore, it is highly likely that the amount of pension received after retirement will be very high.
In this study, the determinants of job satisfaction and organizational commitment are the economic factors such as salary, pension and welfare system, and social psychological factors such as public service motivation. The analysis results are as follows:
First, in terms of job satisfaction, there were significant differences between groups in terms of 2010 pension reform, duration of employment and age, but organizational commitment was relatively less affected by pension reform. Second, regression analysis shows that salary, public servant pension and welfare system have a significant effect on job satisfaction of public officials. This is the result of the personnel policy effect of the public servant pension supporting the job satisfaction of public officials. Third, we analyzed the factors affecting the pension level. As a result, it was found that the change of the pension system due to the pension reform has not had a negative effect on job satisfaction and organizational commitment. However, since the public servant ''s pension has been identified as an exogenous variable of job satisfaction, it is necessary to make a policy decision on the adjustment of the amount of pension considering the pension reform.
Finally, the analysis of the structural model showed that the relationship between job motivation, job satisfaction, and organizational commitment of firefighters. In other words, economic factors had a stronger influence on job satisfaction and public service motivation was more influential on organizational commitment than job satisfaction. Therefore, it was found that different HR policies should be applied according to the job satisfaction and organizational commitment of the fire officials.
