본 연구는 대학(교) 졸업생의 저조한 취업률을 향상시키기 위한 방안으로서
대학에서 운영하는 취업 프로그램의 활성화 방안을 제시하였고, 활성화 방안은
국내취업과 일본취업을 중심으로 논하였다.
먼저 연구의 목적달성을 위하여 117명의 기업관계자를 대상으로 설문조사
를 실시하여 신입사원 채용 시 고려하는 사항을 살펴보았다. 통계 결과, 다음
과 같은 결론이 도출되었다.
대학의 취업지원 프로그램인 직무체험(인턴십, 현장실습 등) 관련 질문에
대해 가장 중점을 두는 부분은 현장실습에 참여한 지원자이고, 가장 중점을
두는 역량 1순위는‘전문성’으로 나타났다.
그리고 기업관계자의 관점에서 취업 대상자에게 부족한 것은 무엇인지에 대
해 1순위는 ‘현장경험’이 가장 높은 수치를 기록하였다. 이 조사 결과를 토
대로 기업이 선호하는 최신 채용 경향인 직무관련 교육, 현장실습, 인턴 등을
대학에서 정부지원으로 운영 가능한 취업지원 프로그램 위주로 살펴보았다.
이와 관련하여 직무역량 위주의 국비로 지원되는 국내 취업지원 프로그램은 재학생 직무체험, 일학습병행제, 청년취업아카데미, IPP형 일학습병행제, 국가
기간 전략산업 직종훈련 등이 있다.
따라서 국내취업의 지원프로그램 활성화 방안을 다음과 같이 제시하였다.
첫째, 직무체험 관련 취업지원 프로그램의 학점인정의 학사개정을 활성화
방안으로 제안하였다. 해당 학교에서 참여자에게 일정 학점을 인정해준다는
내부 규정을 정하여 참여학생에 대한 수업부담을 줄여준다면 참여 학생이 증
가하여 프로그램은 활성화 될 것으로 예상된다.
둘째, 재학생이 유사한 취업지원 프로그램과 연계하여 지속적인 참여를 확
대한다. 이와 유사한 프로그램이 한국장학재단에서 지원하는 중소기업 취업연
계 장학금인 희망사다리와 교육부에서 지원하는 국가 교육근로 장학금사업이
다. 다른 활성화 방안으로는 졸업예정자가 대상이 되는 취업성공패키지 프로
그램의 가입을 독려한다. 이 프로그램은‘진단 및 상담-의욕증진 및 능력개
발-알선’하는 단계별로 통합 제공하고 있다.
이처럼 각 부처에서 시행하는 프로그램을 연계하여 직무역량을 함양하도록
하면 서로 시너지 효과가 되어 프로그램이 활성화 될 것으로 생각된다.
셋째, 취업지원 프로그램 운영자는 현장체험을 제공하는 기업의 재무안전성
과 전망을 보고 선별해야 한다. 참여기업을 중소기업 중 강소기업 위주로 선
별하고, 재무 건전성이 안정된 중견기업도 확보하면 프로그램에 대한 인식이
향상되어 참여자가 증가할 것이다.
또한 국내취업으로는 청년실업 해소방안으로 한계가 있어 일본에 취업하는
취업지원 프로그램을 살펴보았다. 일본취업의 지원프로그램 활성화 방안으로
는 다음과 같다. 첫째, 한국산업인력공단의 K-Move스쿨연수의 활성화로 이는 대학생이 재
학 중 일본에서 직무관련 교육인 현장실습, 직무체험, 인턴 등을 경험할 수 있
는 프로그램이다.
그러나 K-Move스쿨연수의 문제점은 지원을 받을 수 있는 자격이 대학생은
졸업예정자인 경우만 가능한다. 이 문제점을 보완할 수 있는 프로그램이 ‘청
해진대학’이라는 프로그램이다. ‘청해진대학’은 해외취업을 저학년부터 국
비를 지원하여 해외에 취업할 수 있도록 준비하는 프로그램이다.
둘째, 일본 기업체와 산학협약하는 것으로 대학 재학 중 참여할 수 있는 대
학의 취업지원 프로그램인 IPP형 일학습병행제를 일본 현지 기업과 협약을
맺고 운영하는 것이다.
그리고 일본기업 IPP형 일학습병행제 취업지원 프로그램을 발전시키기 위
하여 저학년 재학생들을 대상으로 프로그램을 홍보하여 사전에 준비하도록 한
다. 특히 일본기업 IPP형 일학습병행제 참여 희망자 전공에 따라 준비 방법이
다르므로 일본어과 학생 참여 희망자는 직무와 관련된 전공을 복수 전공하도
록 한다.
이와 같은 활성화 방안으로 대학 내 취업지원 프로그램 참가학생들의 참여
를 확산시켜 취업역량 강화를 도모하면 취업률은 향상될 것이다. 이를 위해서
는 재학 시 국내외 취업지원 프로그램을 다양화하여 저학년 때부터 진로 맞춤
식 교육과정의 개설이 요구된다. 이렇게 하여 대학생들의 욕구에 부응하면 참
여률도 높아지고 취업목표도 확고하게 되어 미취업자가 감소할 것이다.
