(Abstract) The purpose of this study is to analyze the new policy agendas and political actions between interest groups at each stage through an agenda setting and regulatory political model by distinguishing the registration process of Jeju UNESCO Natural Heritage into preparation, settlement and expansion. The analysis showed that in the preparation phase, there was “the Mobilization-Client politics”, in which the cost was distributed to the residents and the benefits were concentrated. In addition, in the settlement phase, there were “the Consolidation-Client politics” and ”the Mobilization-Entrepreneut politics” depending on the costs and benefits perceived by residents. And in the expansion phase, it can be defined as “the Outside Initiative-Majority politics” with both costs and benefits distributed. These findings show the relationship between the agenda setting process and the political action. And when implementing another ecological conservation policy in the future, it is possible to predict who will lead the policy, how much support will be made, and how much cost and benefits will be distributed accordingly, thereby reducing conflicts among interest groups and contributing to the policy successfully.
