Recently, the rate of technological change has been developing very rapidly, and the technology area with different characteristics has been studied in a similar direction, and the spread of technologies such as affecting each area is accelerating.
To cope with such changes in the environment, the government enacted the ''Technology Transfer Promotion Act'' (currently the ''Act on the Promotion of Technology Transfer and Commercialization'') in 2000 to promote commercialization by continuously expanding R&D investments and transferring public research performance to the private sector.
As a result, technology transfer performance has greatly increased in terms of quantity, but the connection to the commercialization of the original purpose is limited. In particular, 90% of public research performance is being transferred to small and medium enterprises, but due to their nature, SMEs are having difficulties in commercializing them due to constraints on internal resources.
Therefore, the research aims to examine the progress of technology transfer and commercialization so far and to find ways to help SMEs overcome the limitations of internal resources and enhance their technological innovation capabilities and competitiveness by diagnosing problems caused by poor performance of technology transfer and commercialization in three aspects : public research institutes (technology suppliers), small and medium-sized enterprises (technology demanders) and policies(technology transfer facilitators).
