Purpose: The purpose of this study was to develop an initial assessment tool for the victim’s physical injury in the field of domestic violence to protect the victim. Method: Delphi methodology was used for 26 experts of domestic violence in forensic pathologists, forensic nurses, ER doctors, lawyers, police officers. Three round of Delphi surveys were analyzed using Kendall’s W analysis and CVR. Results: After the first Delphi round, Physical injury assessment contents were classified with 2 domains 6 categories and 53 items. And then 37 items were selected from Kendall’s W analysis, weight score in the second Delphi round. In the final third Delphi round, 33 items were selected based on CVR of each item and added 1 open question. Physical injury assessment consisted of 4 items of current acts of violence, 4 items of pattern of violence, and 12 items of symptom. Precautions of assessing consisted of 3 items of observation, 3 items of listening, and 8 items of recording. Conclusion: Early detection of physical injury is very important for victim protection in addressing domestic violence issues. At the scene of domestic violence, the police need to accurately assess the victim’s physical injury. We hope that developed PIAT-DV will help assess the victim’s physical injury.
