Despite its long history, Broken Windows Theory has been limitedly verified or improperly utilized. To prevent the biased interpretation of the theory, it was intended to verify the forgotten proposition of the theory. That is, the purpose of this study is empirical verification of the theory. The theory describes urban decay, which begins with disorder. Community declines as disorder causes fear of crime and weakens informal social control. However, according to deindeviduation, which is basis of the theory, disorder of the community causes fear of crime, while also turning individuals themselves into criminals. Anonymity of the city known as disorder is what drives individuals to escape. Nevertheless, most prior studies that the theory linked disorder to fear of crime. In other words, individuals were considered as victims of disorder. This is the first bias of the theory. The second bias relates to the use of the theory. The theory argues for active intervention in disorder because of disorderly disease. It prevents subsequent macro-declining by eliminating minor disorder. The theory was largely associated with zero-tolerance policing. However, unlike the zero-tolerance policing that emphasizes discretion of the police, the theory recognizes roles of the community. This is because disorder is a unique spatial characteristic of the community. In other words, definition of disorder varies from community to community, so cooperation between the police and members of the community must be preconditioned to eliminate disorder. The theory is considered rather a theoretical basis for community policing, but it has still been considered as the basis for zero-tolerance policing in domestic prior research. Such bias can lead to incorrect interpretation and inappropriate utilization of the theory. The value of a theory is undermined. In response, this study established a intermediary model in which community policing leads to law-abiding acts through disorder to verify forgotten propositions of the theory in prior research. In this study, community policing was consisted of community participation and problem solving, while disorder was divided into social and physical disorder. In order to verify the model, 815 Seoul citizens were surveyed and structural equation model was conducted. As a result of the analysis, a model of community participation leading to law-abiding acts through social disorder was finally selected. However, the direction of the relationship was shown to conflict with theoretical expectations. Participation of the community has rather hampered law-abiding acts by enhancing social disorder. These analysis results were assessed to be due to the measurement of variables. In consideration of the measuring error, this study proposed the establishment of a system for formal participation of community members and the cultivation of problem-solving skills through organic cooperation between national and autonomous police for the internalization of community policing.
