본 연구는 도시재생사업에서 공동체 활성화 요소의 단계별 차이를 조사하기 위해 전국의 일반근린형 도시재생사업이 진행되고 있는 대상지 중 마을관리 사회적협동조합이 설립된 13개 지역을 선정하여, 대상지를 담당하는 담당자와 조합 임원들을 대상으로 설문을 진행하였다. 또한, 이론적 고찰 및 선행연구 검토를 통해 도시재생 관점의 공동체 요소를 도출하고 도시재생 공동체 활성화 전략에서 공동체 활성화 요소 5가지를 최종 도출하였고 마을관리 사회적협동조합의 육성 절차에 따라 총 3단계(계획수립, 설립인가, 사업시행)로 나누어 공동체 활성화 요소의 중요도와 경험도에 대한 조사내용을 바탕으로 담당자 설문의 AHP분석 결과와 조합 임원들의 IPA분석 결과를 정리해 보면 다음과 같다.
첫째, 도시재생 사업을 추진하고 있는 담당자들의 AHP분석에서는 계획수립과 설립인가 단계에서 소통의 요소 수치가 높았으며, 사업시행 단계에서는 주민참여의 중요도가 높았다. 그 이유로는 주민참여와 소통을 통해 소속감을 쌓아 간다면 협동조합 설립 후 성공적으로 자립할 수 있을 것으로 보았으며, 계획수립 단계에서 주민들의 소통이 이루어진 후 인가단계에는 빠른 의견 종합이 필요하다고 하였으며, 사업실행 단계는 주민들의 많은 참여가 필요하다는 의견 등이었다.
둘째, 빈도분석을 토대로 중요도와 경험도를 활용한 IPA분석 방법으로 공동체 활성화 요소를 분석해 단계별로 비교를 하였다. 내용을 요약한 결과 주민참여 요소는 계획수립 단계에서 좋은 수치를 얻었으나 설립인가 단계에서 사업시행 단계까지 개선이 필요하였다. 소속감은 계획수립 단계에서 지나친 과잉노력 구간에 머물다 설립인가 단계에서는 현상유지 구간이었고 사업시행 단계에서 다시 개선이 필요한 상태였다. 사회적 상호작용은 단계별로 중요도가 높아지고 있지만, 단계가 진행되는 동안 경험도가 낮아 개선이 필요한 것으로 나타났다. 또한, 공동의 연대감도 중요도와 경험도가 점차 증가하는 추세였지만 전체적으로 중요하지 않은 요소로 결과가 도출되었고 소통은 단계가 진행되는 동안 경험도를 향상시킬 필요가 있다.
마을관리 사회적협동조합을 중심으로 공동체 활성화 요소에 관해 연구한 결과 육성단계에 따라 활성화 요소에 맞는 관리가 필요하다는 것을 확인하였으며, 마을관리 사회적협동조합의 문제점을 보완하기 위해 계획수립 단계에서 공동체 활성화 요소인 주민참여 외에도 소속감, 사회적 상호작용, 공동의 연대감, 소통을 일정 수준 높일 수 있는 전문교육이 필요하다고 보았다. 그리고 설립인가 단계에서는 주민참여와 사회적 상호작용의 중요도를 높일 수 있는 조합원 혜택과 사회적경제 생태계의 이해가 있어야 하며, 사업시행 단계에서는 주민참여와 소속감의 활성화를 위해 협동조합의 조직을 체계화하고 소위원회 운영을 제안한다.
마지막으로 마을관리 사회적협동조합이 거점시설의 원활한 활용을 위해 지자체의 『도시재생 활성화 및 지원 조례』에 대한 정비와 기자재 확보가 가능한 지원사업을 운영하여 현실적으로 마을관리 사회적협동조합의 안정적인 기반을 마련이 중요하다. 또한, 협동조합 육성을 위해 공동체 활성화 요소를 단계별로 관리할 수 있는 가이드북 제작으로 운영에 대한 전문성을 높여야 하겠다.

In order to investigate the differences in community revitalization factors by stage in the general neighborhood type urban regeneration project, this study selected 13 areas where village management social cooperatives were established among the project target sites and surveyed those in charge of the project and cooperative executives. And it derived community factors from the urban regeneration by theoretical consideration and preceding research data analysis. And the five revitalization factors were derived from the strategy for community revitalization. Based on the findings of the survey on importance and experience of community revitalization by three stages (planning, establishment authorization, and project implementation) according to the fostering procedures of the village management social cooperative, the AHP results of those in charge of the project and the IPA results of cooperative executives are as follows:
First, in the AHP analysis of those in charge of the project, the importance of communication was high in the planning and establishment authorization stage, and that of residents'' participation was high in the project implementation stage. If a sense of belonging has been built through residents’ participation and communication, successful self-reliance after establishing a cooperative will be possible. And communication should be needed in the planning stage, putting all opinions together quickly should be needed in the authorization stage, and active participation of residents should be needed in the implementation stage.
Secondly, based on frequency analysis, with an IPA method using importance and experience, the factors of community revitalization were analyzed and compared by stage. According to the analysis, a residents’ participation factor obtained a good figure in the planning stage, but from establishment authorization to implementation, it needed to be improved. A sense of belonging stayed in the excessive effort section in the planning stage, in the status quo section in authorization stage, and needed to be improved in the implementation stage. As for social interaction, its experience level had increased by stage but it was considered excessive effort due to its low importance throughout the entire stage. The sense of common solidarity showed a growing increase in importance and experience, but overall, it was not an important factor. Communication showed a high increase in importance and experience, but it was considered excessive effort during the stage.
The results of research on the community revitalization factors centered on the village management social cooperative show that management suitable for each factor should be needed. In order to compensate problems of the village management social cooperative, in the planning stage professional education should be needed to raise a sense of belonging, social interaction, common solidarity, and communication as well as residents'' participation, In the establishment authorization stage, the membership benefits and an understanding of the social economy ecosystem should be needed to increase residents'' participation and social interaction. And in the stage of project implementation, the cooperative should be systemized and subcommittees should be operated to vitalize residents'' participation and sense of belonging.
Therefore, the local government should improve “the Regulations on Urban Regeneration and Support” and operate support programs which make it possible to acquire necessary equipment to provide smooth use of core facilities and a stable base to the village management social cooperative. In addition, to foster cooperatives, expertise in operation should be improved by producing guidebooks that can manage the factors of community revitalization by stage.
