This study reviews the relations between the Korean nation-state system and its human rights in the light of the democracy. And it suggests how the Korean democracy pursue the values of freedom and equality.
Korean democratization has been restricted basically by the divided two systems of the Korean peninsular. And it has aimed at protesting against the authoritarian and the military ruling power. Democratization is to constitute the government through the democratic process. Korea has achieved democratization to a certain degree. Moreover Kim Dae-Jung government is taking the initiative to ease the tension and improve the relations between South and North Korea.
Now, it's high time to shift the idea and strategy for the Korean democracy. This study suggests to review Korean democracy in view of the civil rights. Democracy must function for the pretection by the nation-state and the freedom from the political system as well as the ruling political power. It namely requires to readjust the present nation-state system including political system and ideology.
Therefore Korean democracy should empower the civil initiatives against the political authority but also put an emphasis on the community principles which individuals and social groups should abide by to live together. Needless to say, freedom and equality are the natural values of democracy. The democracy must keep working to protect the opposed, the minor, the neglected and the weak.
