The 1997-1998 Asian financial crisis was caused by the misallocation of investment due to easy access to cheap foreign capital, under accelerating capital liberalization policy. What East Asia needed has been deep structural change promoting market economy and breaking
up crony capitalism. The Asian financial crisis stirred up a number of proposals for institutional reform, which led conceiving an Asian Monetary Fund (AMF) as an approach to deal with similar crises in the future providing institutional vehicle. In May 2000, Association of Southeast Asian Nations plus China, Japan and Korea reached the general agreement to establish a network of swap agreements in Chiang Mai, Thailand to assist each other at the time of crisis. This paper explores rationalities of an AMF, which becomes a cooperative exchange-rate system to shield the East Asian countries from the erratic fluctuations in the currencies of global market.
