The question whether the cross ownership of wireline and wireless communications carriers is socially desirable was raised in the midst of privatization of Korea Telecom. Using a simple duopoly model wit differentiated goods, we propose that the choice of policy remedies should be determined by how we characterize the relationship between the wire line and wireless communications services' no cross ownership is the best if the two goods are substitutes, and symmetric cross ownership is the most desirable if they are complements Therefore, the right policy remedies will vary with countries depending on the maturity of the communications industry of a specific country.
