This thesis is aimed at figuring out how the foreign relations of Yeomsa state have changed by taking a look at the activities of Chi (齒) and Somasi(蘇馬詩) in the early 1st century.
Around the Christian era, Yeomsa state developed herself to a predominant one in Chinhan (辰韓) area, and such development stood on the basis of the trade hegemony with La - rang(樂浪) merchants and the right of control over the steel material trade against neighboring small states. Under such conditions, Chi, the Jusu(主師) of Yeomsa state, was regarded as predominant - Kosu(渠師) of Chinhan area. It was done together with the consolidation of his control power over Kukup(國邑) and Upnak(邑落).
However, that brought about the repulsion of other groups in Kukup and he lost the status as Jusu in the end. In order to establish a new base and regain the past trade hegemony, he surrendered himself to and settled in Lorang - Kun. At that time he took issues with the matter of Han (漢 )people under detention in Chinhan area and arbitrated in the process of solving that matter. As a result, Lorang-Kun was provided Pyonhan - cloth(弁韓布) from Sara state (斯盧國) and also launched the relations with some part of Chinhan states. In the other hand. Saro state got the approval as the representative of other part of Chinhan states in the matter of foreign negotiation from Lorang - Kun. In recognition of arbitration for those advances. Chi was awarded tillage. a residence and an officiary coronet from Lorang Kun. He also arbitrated in the process of negotiations between Lorang - Kun and the others - the small states in the vicinity of Yeomsa state and a part of Chinhan states. Some part of these roles were fulfilled by the Chi group which remained in Yeomsa state. And that played as a momentum magnifying Yeomsa state's own position.
In A.D. 44, so was the result that Somasi paid a tribute to Lorang-Kun and was appointed as Han - Yeomsa - Upkun(漢廉斯邑君). This implies that Yeomsa state got the official approval as the representative of those small states for the foreign negotiation matters. Such competence applied to the negotiation with Saro state or the leadership of forces in time of emergency. Hereupon, Yeomsa state led a type of the small states of league. The influence of Yeomsa state to other small states was somewhat weak compared with that of Sara state. In spite of such conditions, those two states maintained the proper equilibrium of power in the Chinhan area. Lorang - Kun admitted such reality and schemed to hold each other in check. Such equilibrium lasted till around the 2nd century when Sara state and Kumkwan state (金官國) brought themselves into relief as the representatives of Chinhan and Pyonhan.
