Four decades after Vatican Ⅱ, it can be said that the rich theory on the laity expressed by it has not yet been adequately translated into authentic Church practice. Their identity as human beings of the Church in the midst of the world, and human beings of the world living within the Church has not been properly appreciated yet. A true ecclesiality as well as a true secularity of the lay person has not yet been fully realized yet. Neither the world-centered ecclesiology nor the ecclesiology of communion has been fully realized yet.
It can be said that there exists a certain dichotomy between the Church ad intra and the Church ad extra. Agenda of the pastoral council are concentrated on the administrative problems of the Church rather than on the social services the Church should render to her local community.
In a rapidly changing world of our time the Church must discover ever-new challenges in her life and mission and respond creatively to them. For the Church to respond effectively to the signs of the times it is imperative that she adapt the existing structures according to the full flexibility granted by cannon law especially in promoting participation by the lat faithful ; in pastoral responsibilities. We need to keep on looking, with ecclesiastical creativity, for new spaces and new forms of participation which are open to lay faithful, especially to youth, women and the poor.
The renewal of inner ecclesiastical structures does not consist only in strengthening and multiplying the existing parochial and diocesan organizations, nor in creating new ones. It consists in creating the right atmosphere of communion, collegiality and corresponsibilty for an active and fuller lay initiation, participation and action.
From what we have examined, there arises immediately the need for an adequate formation of the faithful.
