There were significant changes in the history of the sea trade of the Northeast Asia during the 8th and 9th centuries. The changes can be summarized by two ways.
First, there was an expansion of the seas road. Coasting line crossing the Yellow Sea between the Chinese mainland and Korean peninsula was actively utilized. Furthermore, the Northeast Asian coasting line came to be linked to the so-called "the South Sea Road." which lied between he the Southeast Coast of China and Europe crossing the Indian ocean and the sea of Arab in-between. Linking the Northeast Asian coasting line to the South Sea Road ultimately meant its incorporation into the word coasting line.
Second, there was a remarkable growth of the private trade system with the concomitant decline of the public(official) trade system. During the 8th century the public trade system under the government’s direct control and involvement in T'ang China, Shilla(Korea) and Japan could be maintained as the politico-legal systems of the three royal powers were firmly administered and enforced. However, with the disintegration of the politico-legal systems of the three countries during the 9th century, we see a remarkable growth of the private trade system and a relative decline of the public trade system.
Shilla merchants actively engaging in the private trade in T'ang China, Shilla and Japan played the leading role in the proliferation of the private trade system. Shilla merchants could be held to be much of the responsibility for the socio-political changes that had happened in the three countries during the 9th century. Competitive purchases and conspicuous consumption of the high-priced valuables and rarities traded by the Shilla merchants even among the ordinary people resulted in bankruptcies of many family economies and the eventual disintegration of the social status system. Under the circumstance, the government failed to take the situation under its strong control. It limited its role to the minimal in the management of the situation.
Rise of Changpogo as a maritime power can be understood with the socioeconomic changes that had happened in T'ang China. Shilla(Korea) and Japan during the 8th and 9th centuries. Changpogo found his military power base in Ch'unghaejin(淸海鎭) and organized the Shill a merchants under its leadership. As a new maritime power, he played a leading role in the establishment of the new order in and the revitalization of the international sea trade in the Northeast Asia.
In a nutshell, expansion of the sea road and proliferation of the private trade system account for the rise of Changpogo as a maritime power in the 8th and 9th century Northeast Asia.
