Although the 'heroic age' of Revolutionary Syndicalism properly begins after 1902, especially with the Charter of Amiens(1906), the basic ideological framework was already set in the early 1890s. While the Guesdists of P.O.F., more than ever dedicated to electoral victories, advocated only the political action through the party, the proponents of General Strike argued that the emancipation of labor could be attained only through the economic action of trade unions(syndicats).
With the victory of the idea of General Strike at Nantes Labor Congress(1894), the syndicalists possessed their own strategy for revolutionary social change and sought to separate themselves from the political socialists. But one can argue that all the socialist factions were not set up against the idea of General Strike and that all the proponents of General Strike did not have a common idea of what exactly means the General Strike. The reason why the General Strike thesis won the victory over the Guesdists resides not in the logical consistency of its argumentation, but in the fact that its concepts remain vague and ambiguous enough to gain the tactical conciliation from the side of the other socialists factions at odds with the Guesdists.
In this perspective, Fernand Pelloutier played an eminent role in the formation of the Revolutionary Syndicalism. He refined once and again the theoretical framework of General Strike. Socialism as a free association of all the producers and General Strike as a voluntarily direct action of workers themselves, this is his final conclusion. He can be justly regarded as 'the father of Revolutionary Syndicalism'.
