The purpose of this paper is to illuminate how Japan is playing the role and facing the limitation in the process of forming an East Asian regionalism. The main argument focuses on Japan’s East Asian regional policy regarding the contemporary context of new word order. Japan’s perspective on the region-building process can be gained by tracing the overall patterns and outcomes of the government’s policy initiatives. Japan’s regional policy has changed to promote institutionalised arrangements for management of East Asia as a region. The East Asian currency crisis of 1997-8 acted as a catalyst in shifting Japan’s regional behaviour from being a ‘reactive state’ to becoming a ‘pro-active state’ in the context of regionalism. For example, Japan has actively engaged in regional collaboration and integration through a number of policy initiatives such as the Asian Monetary Fund (AMF), the New Miyazawa Initiative (NMI) and Chiang Mai Initiative (CMI), as illustrative of Japanese attempt to improve the architecture for financial collaboration to tackle possible future crisis. More specifically, as far as the institutionalisation of Association Southeast Asian Nations (ASEAN) +3 (South Korea, China and Japan) is concerned, Japan has strengthened its pro-active role in shaping the regional collaboration in East Asia, since the establishment of the Joint Statement on East Asian Cooperation in 1999. This is directly linked to Japan’s East Asian initiatives suggested by Obuchi, Mori and Koizumi governments. However, it is argued here that Japan as a pro-active state has been conditioned by the inherent contradiction in East Asia, in particular, after the result of the election in 2005.
