Most existing studies of rule system established in North Korea after liberation focus on the level of the central government and party. But as behaviors connected with rule are realized through direct connection between executives and the masses, it needs to be supplemented with the case studies of various districts that reveal reciprocal actions well among both sides.
Fortunately documents drawn up in Injae-gun, Kangwon Province under North Korea in power after liberation exist abundantly. Those documents mostly composed of conference records show the plans of top executives in Injae-gun for district building and corresponding forms of the masses against their policies. By scrutinizing them we can grasp and reconstruct the rule system of district in North Korea after liberation.
According to the above-mentioned documents, various organizations constituted immediately after liberation took over tasks connected with rule over the district. Those organizations established to the tip of administrative districts in Injae-gun were branches of the North Korean Workers’ Party and the North Korean People’s Committee and diverse social organizations. They set up the structure of division of tasks for district building to enhance efficiency in rule. But partnership among them was not always consistent. Occasionally they exposed various discords with divergence of opinion for the extent of jurisdiction.
Those relations among the organizations connected with rule and between executives and masses are essential to make clear the rule system of district. This study pays attention to various relations, as described above, to help us grasp the rule system of districts in North Korea after liberation, through the investigation on the rule system of Injae-gun between 1946 and 1949.
