The purpose of this paper is to find the optimal location of Ku - offices which provide public administration service for inhabitants in Taegu, and to evaluate the locational appropriateness of the existing Ku - offices. To attain this purpose, a computer software package, called LOCATOR, was used to analyze spatial efficiency and equity of the public facilities.
Location models adopted as an analyzing tool are as follows : central point, arithmetic point, median point and center point. The central, arithmetic and median points which are measures of spatial efficiency are defined as the minimizing sum of total distance travelled by users of public service facility. The center point which is a measure of spatial equity is defined as the minimizing maximum distance travelled by the facility users. Three data points in time of population such as the years of 1980, 1985 and 1990 were collected and 141 zone centroids expressed in the form of x - y coordinates were used for each model.
The result of this research indicates that five out of seven existing Ku - offices are skew to certain direction and thus are not appropriate compared to their optimal location. The location of Chung - Ku office is evaluated to be appropriate, but the location of Dalseo Ku - and Susung Ku - office is found to be inappropriate in terms of spatial efficiency and equity. This result may provide some insights for decision makers and planners to find and evaluate the location of public service facilities such as Ku - office and other basic administration buildings.
