The objectives of this study are to analyze factors of location decisions of manufacturing plants which are located in rural industrial estates, and to suggest the efficient development pol￢icy directions of rural industrial estate. Factors in location decisions in this study are based on the classical and behavioural location theory.
From the results of location decisions of manufactures, it is concluded that the most important factors of plant location decisions are land costs and availability of manufacturing site, business taxes and financing supports of central and local governments, supply of skilled and unskilled labours.
But these factors of location decisions are shown to different importance by location patterns that manufacturing plants are classified into a new establishment plant, a transfer plant, and a branch factory, However, these factors in plant location are important policy variables the central and local government have supported to the manufacturing plants located in the rural industrial estate in order to expand the effects of rural industrialization on the balanced rural development and rural economic growth.
In conclusion, the development strategies of rural industrial estate are formulated to increase rural employment and income, and thereby to develop rural central places which quality of rural life can be improved. For these purpose, these strategies of rural industrial development should be proceeded based on the location factors of manufacturers located in rural industrial estate.
But it is remained to the research issues to carry out the comprehensive and systematic studies, concerning about the impacts of rural industrial estate on the rural settlement development and rural center planning in the depressed rural areas.
