In facing environmental turbulences caused from globalization, localization, widening life space, and pro-environmentalism, rural society has to perform its spatial function compatible with the newly assigned role in the hierarchy of national settlemensts system. And its spatial forms and patterns have also to be restructured to cope effectively with the aforementioned socio-economic changes. The past approach to rural development, characterized by centralized and top-down one, is likely to be inadequate to deal with rural spatial reorganization and development. This is due largely to the fact that it has tended to neglect local peculiarities, creativeness, self-reliance in the process of rural development planning and implementation. This study, instead, proposes a new approach to rural development-that is, rural comprehensive development planning(RCDP) system-which takes a decentralized and bottom-up approach.
The RCDP system, initiated by local government and residents within the limit of national disposable investment resources would ensure strong linkages between planning and implement ion, and result in integrated effects of development projects in a project district. It is concluded that some policy issues should be resolved to make the new approach take root as an alternative to rural development in the future.
