A disposal scheme involves not only the process of transforming property rights, before and after the urban housing redevelopment projects, but also the process of coordinating various interests of parties concerned including land-owners, tenants, the developer, and central/local governments.
This paper aims at investigating both characteristics and policy implications of the disposal schemes from the urban housing redevelopment projects carried out during the period of 1970's and 1980's in Seoul.
The study focuses on identifying the mechanism of ; a) transformation ratio of property rights; b) privitization of public land; c) allocation of housing size mix and floor-to-area ratio(FAR), based on the analysis of 10 actual cases of housing redevelopment projects.
Major findings of the study can be summed up as follows: first, as to the resettlement burden of prior residents, in relative terms, the heaviest burden was imposed to low-income households which opted for the smaller housing units below 20 pyongs, while the lowest burden was imposed to middle-income households which chose the 32 pyong size, thus, resulting in regressive resource allocation; second, as to the transformation ratio of property rights, the lower the ratio was, the higher the FAR became, indicating that environmental compensatory measures are necessary for some problem areas of high FAR's; third, as to the housing size mix, in the case of redevelopment projects, the proportion of larger units over 44 pyongs is higher by 15%, while that of smaller rental units below 13 pyongs is lower by 10%, clearly showing that the prime goal of social equity has been violated; and fourth, illegal turnover of property rights was most rampant at the time of both project approvals and construction starts, which reached the level of approximately 50% and 90%, respectively.
Based on the findings of the analysis, several recommendations are suggested for future policy formation related to the disposal scheme for urban housing redevelopment projects.
