“Urban Planning system and practice under the communal self governance system focused on the citizen participation in the planning process, the case study of Germany and its implication on korean planning”.
With the introduction of communal self governance system in recent years the interest of the citizen about the daily local politics is increasing, which deals mostly with the facts closely related to the daily life of the citizen. Urban planning/design is one of the fields, which are concerned very closely with the life of the citizen and hence are much interested in by the citizen. For this reason there are provisions in the planning law, which articulates the participation of citizen in the planning process. But the practice until now shows routinization of the participation by the officers and the indifference of citizen.
Based upon the above mentioned situation. this paper deals with the citizen participation in the planning process in the country, where the communal self governance system has long history, and its implications on the korean planning system and practice. Concretely the case of Germany has studied and compared with korean case. The results (implications on korean system) are as follows:
- the number of participation opportunity must be enlarged.
- the participation time is the earlier the better, ideally before the design/plan is conceived concretely the participation must happen.
- the diversification of participation model is needed in order to help increase the ability and willingness of the citizen to participate in the urban planning.
- the roles of the people participating in the planning process must be defined well and understood by participants.
