1) The urban governments in developing countries have been in increased administrative demands and, to that extent, the citizens are in need of citizen participation for the deciding of urban problems.
2) Perhaps no other innovation in public administration currently is receiving more attention than the idea that citizens themselves ought to have a greater role in shaping the decisions made by public agencies. Citizen participation, not just at election time but on a continuing basis, is, of course, not a new idea at all but is to be associated with ancient concepts of democracy. Therefore, citizen participation has become a vogue word in recent year, both in discussions of planning and in academic public administration theory.
3) In the present study citizen participation will be treated both as good in itself and as a possible means of improving public services. We will discuss the theory behind citizen participation, some of it’s contemporary forms analyze motivations for implementing citizen participation programs, indicate possible charactristics of effective citizen participation and note some advantages of participation.
4) The advantages we can expect from citizen participation include : restoration of human identity ; improvement of citizen’s public mind ; an individual’s expansion of social and political orientation ; strengthening of selfguiding capabilities through the enabling of citizen society ; reinforcement of responsibility and public sense and legitimacy of public administration ; and exact grasping of administrative demands. On the other hand, disadvantages should also be noted : citizen manipulation by way of power ; protection of particular profits of minority; enervation of public administration ; and possible unstable¬ness of society due to excessive citizen participation.
5) Any genuine attempt to increase all the major participation variables (numbers, average time spent, the sum of effect induced on decisions by the public) raise some enormous problems. These can be summarised as follows : the theoretical weakness of the case for increasing participation : the existing complexity of the planning process ; the inherent lack of information.
