In the most of the urbanized world, it is pursued to solve global problems that is mainly caused by the explosion of population increase. Nevertheless the regional disparity hinders this pursuit, for the problems of regional disparity cannot be settled without solving the problems of a certain lagging region.
So the development of the lagging region of the respective countries is considered as the most important matter to advance a balanced development of the whole country.
In our country, one of the developing countries, the government announced the urban policy of centralized urbanization upon five metropolitan centers (Deajon, Chonju, Kwangju, Deagu and Masan) as growth pole center to control the hyperurbanization of the primate city of Seoul and reduce the regional disparity by transplanting the various functions of Seoul to these cities.
The underlying idea of the government was that national happiness and advancement of quality of life would flow from the relentless pursuit of economic growth which would most readily result from rapid industrialization ; that rapid industrialization be accomodated most efficiently in a few metropolitan centers from which its extended effect would spread over to the rest of the region.
There is, however, two constraints against this development strategy. On the one hand, the regional disparity between rural and urban could not be reduced under the dualistic structure of the primate city concentration and the rest of the nation, which have been formed traditionally, thus the development of growth pole city is apt to bring about another hyperurbanization. Secondly the international economy which has permitted temporarily high economic growth is in the midst of a major transition into the tendency of restricting expansion of export market.
Therefore it is proposed that the hinterland of growth center, that is, rural region has to be developed at the same time as the development of growth pole cities and it is necessary to input the manufacturing industry into rural region as well as develop the primary industry which is inherent one in rural region.
From these contexts, I propose the five growth pole city would be better to take development role as the following;
The growth pole city could be developed as mother city through sharing the population and function of Seoul in the way of promoting its own functins instead of uniform bestowal of the function of the manufacturing industry. Industrial park could be distributed to the nearer nodal points to the central city, and these nodal points as satellite towns could be developed on the growing axis of the region. And in order to control the disordered expansion, sprawl, of the mother city, agropolitan districts are constructed around the perimeter of the city by the methodology of agropolitan approach.
With this pattern the agglomeration of cities would play efficiently the role of growth pole and would be led naturally to the phenomenon of concentration which is already foreseen in Korea, in the region with the highest density of population and urban function.
