It is said that target population is an initial factor in urban and regional planning. Target population is goal as well as contents of urban and regional planning. It is no exaggeration to say that success and failure of urban planning depends on population projection as exactly as possible.
Since 1962, each city of Korea has established and enforced its urban planning; strictly speaking, there has been not sufficient effect analysis of urban planning, not to mention population projection.
This paper aims at analyzing the followings.
1) Procedure and method of establishing target population.
2) Range and size of the variation between goal and achievement in population projection.
3) Evaluation of techniques on planning population setting.
4) Improvement of techniques of minimizing the variation between goal and achievement in population projection.
