We analyse a two-sector model which has the residential and the industrial zones in urban land uses to confirm that in the open economy transportation improvements in one city accelerate urban growth in this city and decrease city size in other cities where transportation improvements do not occur. Transportation improvements in one city increase total land rents in this city decrease them in other cities, and increase worker’s net wage income which is defined as wage income minus the sum of worker’s transportation costs and residential rents equally in all cities in the nation.
However, most of benefits from transportation investments in one city belong to land owners in this city and only small portion of the benefits belong to workers in the nation and in addition to land owners in other cities lose benefits. Therefore, local finance based on its own resources for transportation investments must be recommended and the change of rent gradient must also be considered in imposing benefit taxes based on the increased land rents from the transportation investment.
