The index of public space plan plays an important role in deciding the size of public space in renewal areas and in establishing land use plan. The current index of public space plan was not set up normatively.
The recommended index is based on the security standards of policies. which recommend to provide 16-27% for total space. But. this wide-ranging index can not be helpful to establish the public space plan in the process of renewal projects. The analysis of variance was performed to know the relationship between public space and expected profit rate about methods of allocation ; complete allocation and rent allocation.
The objective of this study is to establish a normative rule about how to charge public space liability by evaluation of expected profit rate in urban renewal projects. More than 96% of urban renewal projects : were performed by private renewal Companies. It is desirable that the rule of public space liability should be in accordance with the equity principle of benificiary charge.
In this study, a provision rate of public space is decided by evaluation of expected profit rate, which was quantified by the analysis of variance and regression.
