The purpose of this paper is to identify empirically the factors that influence the location decision of new manufacturing firms in Korea. We used establishment-level data for the manufacturing industry from the Report on Mining and Manufacturing Survey, 1991 through 1997 to analyze the location decision behavior of new firms. 1) City-characteristics such as education level, wage rates, unemployment rate, population size, local government’s financial independence index, and distance from urban centers play an important role on the location of new manufacturing firms in Korea, but the effects of these variables vary across industries. 2) The effects of a city’s per worker R&D expenditure and market structure of city-industry on the location of new firms are as follows : The per capita R&D expenditure by the same city-industry as that of a new firm has a significant positive effect on the location of new firms for two industries, SIC 18 (traditional light industry) and SIC 31 (high-tech industry), but not for SIC 29 (heavy industry). On the other hand, the per capita R&D expenditure by the city’s other manufacturing industries excluding new firm’s own industry has a significant positive effect on the location of new firms for two industries of SIC 18 and SIC 29, but not for SIC 31 (high-tech industry). Therefore, the per worker R&D expenditure by city’s existing firms belonging to the same industry as that of new firms is important for SIC 31 (high-tech industry), but the per worker R&D investment by the city's other industries is not very important for this industry. Specialization and competitiveness of city-industry generally have significant positive effects on the location of new firms. Non-diversity of the city has significant negative effects for two industries, SIC 18 and SIC 31, but not for SIC 29. The monopoly market structure of city-industry has a significant negative effect on the location of new firms. From this empirical study, we are able to identify several mechanisms by which knowledge spillover and externality influence the location of new firms. 3) The Capital Region Spatial Concentration Control Policies have not been successful in discouraging the location of new firms in the Capital Region for two industries of SIC 29 and SIC 31. But this was not the case for SIC 18.
