The interests of the residents have been increased and especially the importance of the agreements with the resident has been emphasized in the local development business. For such agreement, it is necessary to make the variety of business stages like urban planning decision, business permission, and pre-construction. In this agreement formation process, the variety of experts like urban planning expert, architect, environment designer and government officer, and non-experts like local resident exchange the many opinions with several plans. In this process of agreement formation, some information like drawings, numerical information and several renderings are used. However, it is true that it is difficult of the resident to understand the conventional method using this kind of information. The purpose of this paper is to develop the agreement formation support system for constructing the resident participating collaborative design environment. The system by the development of the kind of design process and collaborative design can share the work place in the long distance, supply the variety of the communication media and easy understanding data, make the appropriate alternative review and estimation, and be convenient in using the data by the systematic management of the collected data. In addition, for applying this system to the cultural street formation project in front of the Sookmyung Women’s University, it is proved to make the usefulness of the suitable communication media by the expert and non-expert participation, the collection and sharing of the alternative drawing, and the construction of the agreement formation.
