In the Joseon dynasty, the right to possess private Nobi workers was protected by the law, and there was no limit to the number of Nobi workers that one could possess. As a result, the ruling class invested many efforts into securing as many Nobi workers as possible, and this kind of endeavor led to certain inevitable conflicts among themselves over the issue of gaining new Nobi workers, and also a social problem in which ordinary civilians were being forcibly turned into Nobi workers. Such social problems had been criticised and addressed since the ending days of the Goryeo dynasty, and during the reign of King Taejong of the Joseon dynasty, legislation to limit the number of Nobi workers one could possess was aggressively sought for. The nature of such efforts, and the meanings of them, are as elaborated below.
First, the government intended to limit the Nobi worker possession of all classes, including members of the royal family and the sons-in-law of the Kings. This clearly showed the intentions of the government, and the nature of the Joseon dynasty.
Second, the objective of the Limitation Law(定限法) was to limit the number of private Nobi workers one could possess, and therefore prevent excessive increase in the number of Nobi workers, prevent certain powerful figures' assimilation of them, and prevent the concerned decrease in number of ordinary civilians. But the number of Nobi workers allowed to be possessed was determined strictly by respecting existing order of social classes and hierarchy.
Third, Ha-Wiji maintained a critical position toward the Limitation law designed to regulate private Nobi worker possession. Such criticism was mirroring the general position of the ruling class. It was fairly negative, and the powerful houses in the capital area which possessed many Nobi workers were especially resistant to the Law. In the end, the general consensus of this particular class did not allow the Limitation law regulating private Nobi worker possession to be legislated.
The Limitation law regulating private Nobi worker possession was promoted under the government's intention to establish a guideline, and to reinforce the authority and stability of the dynasty. The government also wanted to reinforce the social hierarchy by determining the allowed number in Nobi worker possession according to the existing social order. Unfortunately, the government was not powerful enough to force a legislation.
