Recently, the government made reforms Eup?Myon?Dong system as field service to the community center. The object of the community center to increase all the resident's the quality of life through the operation of cultural, welfare, beneficial facilities and to play a centripetal role in raising the consciousness of self- governing and community through the participation of residents. But, contrary to the expectations, the community center has pointed out several questions on operational system. Accordingly, this paper has analysed the general state and results of survey about program operation of the community center for the purpose of searching its program development scheme with a case of the Ulsan metropolitan city. The results are as follows. The Keynote for activation of community center's program should concentrate on not culture and leisure program which can raise residents' life of worth and quality but residents' self-governing program which can build up good common constitution to live in. And concrete plans for activation of the program in community center are building the local network, distinguishing the operation of program at every community center, expanding the range of time for program operation and securing its elasticity, securing and managing lecturer and volunteer, surveying the residents' opinion about development and operation of the program, offering the many-sided opportunity for positive participation and participants, connecting the program of community center with regional private organization, building the cooperative network between community center, going into program operation in partnership with the others locating in identical zone, securing the committeeman who is concerned with operation of the program, and raising the speciality of public servant in charge.
