The purposes of this study are to find what opinion Kwanak-gu citizens have on their community centers and to search for the new model of their structure and operation system.
As a result of the survey, I found that Kwanak-gu citizens had the very positive thinking on the participation and autonomy on the community centers. They recognized the community center as an self-governing system in their community. Also they wanted more autonomus community committe and various programes of the community center.
At the end of this paper, I suggest a new model of the community committee, changing the function of the community center, diversifying the service program, and the strategies of citizen participation in the community centers.
