This research is the extended plan to come true the welfare society and found a solution through "literature studies" focusing on government politics related occupation physical activities. The following lists is the purpose of this research. First, let the alienation group at the occupation gymnastics recognize the necessities of participation. Secondly, everyone can share the opportunities and physical welfare utilities. Thirdly, let me telling the practical plan about sport for all for the poor and the neglect.
1. The alienation group and the poor is restricted more than middle class people to take part in the sport for all, so government should pay more attention to the poor. Furthermore, everyone should have equal chance to participate all sorts of sport for all; "the law of chance equality"
2. To practice some sport for all for the alienation group there are two ways. First, physical education for the alienation group should be organized for single item at national physical education rousing fund Secondly, the rate of interest of some conglomerates should restore to the alienation group so that the fund can solve financial problems.
3. We have to give all sorts of informations to the alienation group so that they might understand the role and value of sport for all. Then, We can induct motivation to take part in the sport for all of themselves and publicize how to use facilities and how to participate and program contents. and informations.
