Governmental efforts of collecting vital information have continued since the ancient periods, and these days are no exception. And in terms of foreign relationships, the interest of one's own country had always been considered as one's most top priority. In such cases, in order to secure one's own country's interest, one had to carefully analyze the opponent's intentions and actions, and prepare plans to counter such moves that would eventually be displayed by the opponent. And to prepare oneself for the opponent's intentions and actions, nothing was more important than gaining access to correct and detailed sources of information. That was why the task of collecting information regarding foreign countries was always considered to be the most important and primary task, both in running a country and maintaining relationships with other countries.
The Joseon dynasty maintained a somewhat strained relationships with nearby countries in its early days. And in these circumstances, collecting foreign information was the most needed and urgent issue for the government, in terms of establishing both domestic and foreign policies.
Also, the contents of collected information mirrored the nature of the interests held by the entities inside the Joseon government who invested considerable efforts in securing and using such information, So, if we carefully examine how such task of collecting information proceeded, and how such processes changed over the years, we would be able to find out not only the details of the diplomatic relationships that the Joseon government had with foreign countries, which had only been studied as an example of maintaining amicable relationships with both superior and inferior countries(事大交隣), but also the diplomatic objectives the Joseon government set for itself during its early days. In other words, examining how the Joseon government collected information of other nearby countries which were considered to be vital for the Joseon dynasty's own interests, that in some cases might also have contradicted its official agenda of maintaining good relationships with them, would be extremely helpful in achieving an understanding of the Korean peninsula's foreign relationship at the time.
