While the Russo-Japanese War signaled the collapse of East-Asian policy Russia that had begun in earnest in the late of 19-th century, the Russo-Japanese agreement then became a turning point as the orientation of Russian foreign policy shifted from expansion to compromise and reconciliation. The Anglo-Russian Convention and Russo-Japanese agreement(l907) represent a “Diplomatic Revolution”, by which foreign policy was based on pragmatism rather than political tradition.
In view of the subsequent events of the World War I and japanese annexation of korea, Russian foreign policy after the Russo-Japanese war was perhaps even more important than the policy of pre-war period. However, korean researchers have focused mostly on the Russian East Asian Policy and Russo-Korean relations up to the Russo-Japanese war. This is perhaps due to the framework of discontinuity that asserts that Russian East Asian policy ended with its defeat in the war against Japan. Russia was a Eurasian state and its foreign policy during the period of imperialism was worldwide in its scope. Thus, conducting separate analyses of Russian foreign policy by the region - such as European, Near-East, Middle East, and Far East- without due consideration of the whole may not be a sound methodological approach. At the very least, Russia was both European and Asian state, and its East Asian policy was closely connected 0 the European policy within the framework of world strategy. Thus, there is a need to re-evaluate the common view that the Russian interests shifted from East Asia to Europe after the Russo-Japanese War.
