The cold war between South and North Korea has been relaxed since the historic inter-Korean summit in June 2000 and the June 15 South-North Joint communique. The reconciliation between the two has been promoted in various fields since these epoch-making events of Korean history.
This study aims to investigate the method to jointly control cultural properties between South and North Korea. To exchange cultural properties between the two is likely to the easiest method to overcome the wall of ideology and to promote more exchanges. But this method has some problems because the cultural properties between South and North Korea have been preserved and controled under the different political systems.
To support this idea, this study analyzes “the law of the protection of cultural property” of North Korea which is the basic law on the control of cultural properties. The examined areas of the cultural properties of North Korea are as follows: excavation and collection, evaluation and registration, preservation and control, restoration and reconstruction. These are helpful to understanding the basic policy of cultural properties of North Korea. We also survey the present situation and the role of such professional institutions as research institutes, museums, academies and educational institutions. Among theses institutions, national research institute of cultural properties play an important role in controlling cultural properties of North Korea.
The surveyed results show that the excavation of remains is irregular and th function of museums are not normal owing to the economic difficulties and complex situations of North Korea. These problems can be solved by means of constructing joint cooperation system between South and North Korea and controling the national cultural properties.
Recently, South and North Korea improve cooperation through the exhibition, the exchange of material and the joint examination of cultural properties. These events have a significant meaning in recovering cultural identities of Korea.
