The purpose of this study is to review Korean cultural property export policy in action critically and to suggest a new direction the policy in South Korea in order to utilize Korean cultural properties as educational tools for educating and publicizing unique Korean culture in foreign countries. For this purpose, the study reviewed the existing problem mused by the total prohibition of the export of Korean cultural properties abroad and suggested several new directions in a perspective of the positive utilization of cultural properties.
Rather than prohibiting the exportation of all cultural properties abroad, the study proposed a new export system that allows for the selective export of certain categories of cultural properties to foreign museums or public institutes, with a brief introduction of administration and export criteria. In addition, the study emphasized a change of the current strict permit procedure for the temporary exportation of cultural properties abroad and also suggested the promotion of various travelling exhibitions of Korean cultural properties in foreign countries. The study mentioned the necessity of curatorial assistance to foreign museums holding Korean cultural properties, in order to publicize the excellence of Korean culture and to educate about Korean culture to foreigners. For managing Korean cultural properties existing in foreign countries, the study emphasized the necessity of making a complete inventory of Korean cultural properties existing in foreign countries and also discussed about the importance of the repatriation of Korean cultural properties exported abroad illegally.
Finally, this study concluded that it is required to adopt a new cultural heritage management policy that gives more attention on the harmonization of both the utilization and the preservation of Korean cultural properties than over-emphasized physical preservation of cultural properties, which has been the main policy of cultural heritage management in South Korea so far. The new cultural property export policy suggested in this study is a good instance for this positive direction of cultural heritage management policy in South Korea.
