Global civil society is an increasingly popular term used among the civic activists. Government-civil society collaboration, of course, has positive sides. But local civil society organizations' closer relations with national governments sometimes negatively influence the universal nature of global society. In this paper, the cases of the Untied States and Japan, as examples, are analyzed in terms of how the specificity of local components, especially national purposes of the government, and the universality of the principles of civil society are balanced, or traded off, in the government-civil society relations. As shown in the examples of American and Japanese civil societies' involvement in both domestic and foreign policy areas, the tendencies of the government to keep the collaboration meet its national purposes cannot be naively overlooked. Government-civil society collaboration can, in theory, dilute the national purpose of the governmental policies with the universal values. But in reality, the opposite is more frequently observed, especially when national crises or national goals are clearly presented by the government in the implementation of the collaborative programs. Maturity of the general public's understanding of what civil society should stand for in the relationship with the government counts in the end.
