Report Errors
There has been a fundamental change in government operation since the early of 1990s. It can be called as a paradigmic shift in public administration. Customer-centered administration(CSA) is one of such changes. CSA started from english¬speaking countries since the late 1980s. U.S., England, the Netherlands, and New Zealand can be included in this category. This paper describes the background and world-wide trends of CSA. And it also proposes ways of reforming local governments toward CSA.
