The information technology is currently adopted to solve the problems that arise in administrative work management in local governments. However, the solutions through the adoption of information technology may create even more unexpected problems; a difficulties of data sharing, overlapping investment and unefficiency of investment etc.
This study proposes information-promoting strategies to solve these problems with references to actual cases in Korea, the Land Management Information System (LMIS). In this study, strategies for informatization are approached from the viewpoint of the relationship among the subjects, the objects and the measures in the informatization process. Regarding the subjects of the informatization process, personnel with professional knowledge and ability required for working with information technology must be secured in each field. Regarding the objects of informatization, processes that produce or manage data, which are already shared in other processes, are given top priority. To achieve efficient informatization process, a technology capable of executing related work must be adopted. Technology should establish information infrastructures for local governments by combining various data.
