It is an imperative to establish a collaborative governance between government and NGOs by reflecting needs and demands of information society in the 21st century. Instead, the "participatory government" in Korea has maintained a loose form of corporatism between higher level policy decision makers in the executive and progressive NGO leadership for the last 4 years. After assessing input, throughput, output, evaluation, and feedback of policy process, it is found that power oriented motive of government, structural limitations of bureaucracy, and socio-cultural quintessence of Korean society have contributed much to the formation of such relationship among many others. It is necessary to reform traditional bureaucratic structure of the government, reorient bureaucrats' cognitive map, and redress lack of civic virtue, which owes much to family oriented cultural background, in addition to getting rid of power motive of regime holders. For such works, it is requested to launch a drastic administration reform to establish boundary crossing networks and well organized efforts for democratic civic education in cooperation with civil society in general and NGOs in particular.
