Cheonan-Bu was established in 930 during the 13th year of King 'I'aeios reign. Its particular name was chosen based on Chinese geomantic principles that believed that the region looked like five dragons quarrelling over a gem. However. the fundamental reason for the foundation of Cheonan Bu involved the political and military climate of the period. Taejo Wang-gun planned to use the area as a forward base to conquer Hoo Baekiae (후백제l) and as such launched the battle of GoChang-Gun (currently Andong), a battle his forces eventually won but at a great cost in lives. As a result Taejo established Dodok-Bu and appointed Hwangbo Jae Gong as the Dodok (Dodok BuYok) as local governor. Afterwards, this area was used as a military base from which, Taejo eventually selected and dispatched Park Sool-hee and his first son. Moo to take part in the last battle with Shin Gum of Hoo Baekjae. The area became a training ground for soldiers and a source of military provisions. Taejos forces eventually won the battle of Illichon in an alliance with the main force. succeeding in defeating Shin Gum at Hwangsan-Gun, The battle played a critical role in unifying the Three Kingdoms.
Therefore. Cheonan-Bu became a center of local administration and had eight Sok-Guns(modern day counties) and Hyuns (modern day district) under its administrative control. These Sok-Guns & Hyuns were neighboring regions controlled by the Dodok-Bu that had been established in Cheonan. regions that often found themselves under direct military control and supervision during battles- Onsoo-Gun (currently Onyang) and Yesan-Hyun being the most pertinent examples of this phenomenon. Fortresses were built up and troops controlled by the Cheonan Dodok-Bu were stationed in the area. Due to this fact. even the regions as far a way as Chongyang- Hyun became Sok-Hyuns.
In the Cheonan region. the local surnames include Shin. Chang. Chun. Ha. Shim and Noh etc. However these surnames were not native to the area but transplants brought in to populate the newly established center of Cheonan-Bu, Partly because of this. the local people in power could not attain eminence within the central government. One of Taejos wives. Madame Cheonan Buwon. was not from the region. but rather a daughter of Lim Un. who was originally from Gyeongju. Lim Un was a scholar who became a father-in-law of Taejo in return for making Wang Bong-gyu from Gangju (currently Jiniu). defect to the Goryeo side. Following these events Lim began to assist the Cheonan D odok and thus his daughter also came to Cheonan. earning her the title of Madame Cheonan Buwon. However. her power never really did take root as is exhibited in her inability to stop the death of her son at the hands of King Gyeongjong. As a result her surname all but disappeared from the region. Taejo stressed the importance of Cheonan and as such frequently visited the area. resulting in the birth of several temples dedicated to him including Yooryowang and Majeom temples. There were also newly established temples including Cheonheung temple located at the foot of Mt. Seonggeo. Mt. Seonggeo was named after a holy mountain god who lived in a mountain with five-colored clouds hovering overhead. Moreover. Cheonheung means heaven will help Goryeo flourish. In other words. the temple was born with the sky and mountain gods as well as Buddha favoring it. Cheonan basically means an area that heaven can make peaceful. Gaetae temple. which was erected in the region where Goryeo forced Shin Gum to surrender. and Mt. Chonho were also named in this fashion. In addition. a copper bell was designed and enshrined in Cheonheung temple during the reign of King Hyeonieong, who became a king as a result of the help of Buddha and his monks. This work was carried out under the pro-Buddhist atmosphere of King Hyeonieong who actively encouraged Buddhism. King Hyeonjeong. a grandson of Taeio, had the intention of taking over the work of Taejo and restore the glory of the royal family.
