In a point of view of the disaster prevention, rising of the buildings have increased the risks according to fires and also have possibilities to cause a large number of human casualties as well as property loss from such disasters. The academics and experts have demanded countermeasures for the issue, however, we are still applying standards for the general buildings to high-rise buildings because current Korean laws such as architecture law and fire services act law didn't establish specific regulations for the fire safety of high-rise buildings. Recently Korean government is now importing Performance Based Design, which considers the characteristics of high-rise buildings including fire consequence analysis, as a complementary measures. Nevertheless, it is concerned whether scientific, logical and performance based fire protection plan could be carried on when appropriate performance based evacuation design standard laws and procedures for domestic conditions are not developed yet. The purpose of this study is to give safety to domestic high-rise buildings and to present fundamental information about performance based evacuation design criteria by indicating performance based plan criteria classified by primary risk items of them that could be overlooked by law centered evacuation plans based on case studies about legislations, codes and evacuation plan items due to the verticality of the high-rise buildings from advanced countries such as the U.S., U.K., and Japan, which are already practicing performance based designs.
