This thesis aims to consider the problem of peace from the perspective of multitude, which is diametrically opposed to that of sovereignty.
According to Hobbes, the first theorist of sovereignty, the state or commonwealth is formed when multitudes become a people by giving up their powers and rights to the sovereign, in order to come out of the state of civil war and secure the state of peace and safety. Thus, from the time of its birth, sovereignty has the relation between the ruler and the ruled as its internal contradiction. Nevertheless, with Hobbes, the period of war is definitely distinguished from that of peace: when there is peace, there is no war, and when there is war, there is no peace.
In the postmodern age, however, with the transformation of the modern sovereignty into the imperial sovereignty, the outside of the sovereignty has disappeared and the aforesaid internal contradiction has expanded on a global scale. This process has brought with it a new form of war. As there is no outside to the imperial sovereignty, this new war has the nature of a global civil war (or global police action), and becomes a system of bio-power in that it even organizes a society and builds a social order for 'security.'
Now the relation between war and peace differs from that of the modern period. War is the condition for peace, which means, war and peace are the two sides of the same coin. So to rely on this kind of peace means to rely on war, and, considering the immense destructive power of contemporary weapon systems, to rely on war can lead to the threatening of the existence of the whole mankind.
Peace and security, in the true sense of the words, should be invented as a state wholly different from that of the war-made false peace and security. For this, it is necessary to fight against all wars, reject the capitalist logic of competition for material interests, and to free ourselves from the shackles of sovereignty. What is more important, we should make every effort to create, maintain and expand the zone of autonomous life based on creative collaboration across the state borders.
These efforts of the multitude to construct a common body wholly different from the state will simultaneously move the history in the direction of replacing the pouvoir constitue of the state with pouvoir constituant of the multitude.
