This thesis focuses on culture films [ munhwa yeonghwa ], which are visual records that have not been appreciated by academia engaged in historical research. This study aims to clarify the production and screening of films from the era of government establishment to the 1950s and how the national identity of the Republic of Korea (ROK) was reflected in the films. Culture films in this study embrace both the broad categories of documentary and dramatically revised docu-dramas, which were directly produced by the government. Culture films were often produced as Japanese war propaganda film from the time of the 1937 Sino-Japanese War. Later, culture films were produced by the film department of the U.S. Military Government after the liberation of Korea, and the military, police and provincial government office also produced the films after establishment of the South Korean government. In 1956, the Bureau of Public Information was reorganized into the Office of Public Information, which was promoted in status and lead the film department and Daehan film company. They took charge of planning and producing and became the mecca of culture film producing. Operating as a form of social education, culture films were screened all around the country as an audio-visual education program that was officially produced by the government. As seen through culture films, the national identity of the ROK was gradually formed over time in the course of reconstruction rather than presented as a completed form after the establishment of the government. In the first half of the 1950's, culture films tended to explain their themes through emotion and negativity. However, in the last half of the 1950’s, the focus of the films turned toward promoting capitalist modernization and was marked by an increasing concern for democracy and people’s lives during the Second Republic. The characteristics of the government influenced the direction of national identity.
