The purpose of this study is to examine changes in Baekje's policy against Goguryeo and the relationship between the two nations in the wake of the shift of power holders in King Jeonji's reign in the first half of the 5th century. To this end the study tried to look into Baekje's enforcement of its policy against Goguryeo, focusing on the features of those who came to power when King Jeonji successfully struggled for the throne, and Baekje's policy against Goguryeo and the circumstances of the both nations in the first half of 5th the century.
After King Asin's passed away in 405, a struggle for the throne was initiated in Baekje. It was attributed to the absence of an apparent successor to the throne and the conflicts between power holders and the royal family, but different standpoints on the nation's policy against Goguryeo more than anything else were cited as an important cause for the struggle. Along the way, the clan "Hae" emerged as a new power holder, taking advantage of the defeat of the clan "Jin" who had previously led military confrontation against Goguryeo.
During King Jeonji's reign, the clan "Hae," as an operator of Baekje's policies, participated in the nation's decision making towards Goguryeo. They maintained a moderate line on Goguryeo in consideration of Baekje's impoverished internal conditions, their understanding based on their knowledge and positions and their determination to continue to lead the nation. Accordingly, Baekje tried to indirectly keep Goguryeo in check, refraining from its direct military confrontation with Goguryeo and reinforcing its multinational diplomacy with dynasties in southern China and Japan.
As a result of Baekje's changed policy against Goguryeo, no war broke out between the two nations for a half century after King Jeonji's accession to the throne, bringing the two nations to a state of lull. This was possible thanks to the intentions of the clan "Hae" who exercised a dominating power in Baekje in the first half of the 5th century. In the meantime, Goguryeo's unwillingness to stage a war against Baekje in the face of the changes of international circumstances in the first half of the 5th century also contributed to creating such conditions between the two nations.
